Can I upload content to Instagram from my computer?

Some users have shared a screenshot where it can be seen that not only can they upload photos and videos but also that they can choose the format, filters and some other basic editing options.

There are still no official announcements by Instagram but everything indicates that this functionality is being tested, which was highly demanded by users, especially at the beginning of the pandemic.
